Filipina workers face an extensive magnitude of problems which make it difficult for them to participate effectively on labor organizations. A look at the trade union participation of women shows that they are less organizaed compared to men. Such limited involvement of women in the trade unions makes it doubly difficult to push for women's issues as trade union issues. It is therfore very necessary to address women's needs and concerns with the end in view of organizing women workers and mainstreaming gender into the trade union agenda

It is in this context that MAKALAYA was established in 1993. It aims to challenge trade unions in adjusting its objectives and strategies to be responsive to the needs of the women workers.

MAKALAYA is an organization of women workers form formal and informal labor that organizes, educates, mobilizes and advocates for gender equality and social justice; to develop their potential as leaders towards freedom and women's empowerment in the society (labor organizations, workplace, family, social and political institutions)

As a women worker's solidarity network, MAKALAYA is a permanent and self-reliant organization with specific women worker's agenda; which acts as a pressure group within and outside of the labor movemement and provides direction and support system as well as established sisterhood among women workers.
